Defence Explosive Ordnance Training School

Role

The Defence Explosive Ordnance Training School (DEOTS) is responsible for shaping and influencing explosive ordnance training across the Australian Defence Organisation, developing explosive ordnance-specific curricula and delivering selected common explosive ordnance training.

DEOTS presently manages 18 curricula with a number still under development. These training courses range from introductory through engineering/logistics to operational disposal (Improvised Explosive Device and Explosive Ordnance) courses. Our courses are delivered to all groups within the Australian Defence Organisation, including the Navy, Army, Air Force, Defence Materiel Organisation, Joint Logisitics Group, Joint Proof & Experimental Unit and the Defence Science & Technology Organisation.

DEOTS was created in July 2005 as part of a rationalisation of Defence explosive ordnance training. While the school is relatively young, DEOTS staff are experienced and knowledgeable in explosive ordnance management, weapon maintenance and operational application. We pride ourselves on providing well-constructed nationally-accredited courses that deliver highly trained and competent explosive ordnance workers and managers. All of our courses promote the message of safe handling and operation of explosive ordnance.

Training Courses

Defence Explosive Ordnance Training School (DEOTS) training courses range from introductory through engineering/logistics to operational disposal (Improvised Explosive Device and Explosive Ordnance) courses. Our courses are delivered to all branches across the Australian Defence Organisation, including the Navy, Army, Air Force, Defence Material Organisation, Joint Logisitics Group, Joint Proof & Experimental Unit and the Defence Science & Technology Organisation.

All competency-based courses are accredited under the Australian Qualifications Training Framework and are nationally recognised.

DEOTS operates two delivery cells, Operational (OPs) and Engineering and Logistics (ENG/LOG).

Explosive Ordnance Introduction Course

The Explosive Ordnance Introduction Course provides Defence personnel with a basic knowledge of explosive ordnance. The outcomes of the course are designed to give the student the awareness of the characteristics, compositions, terminology, reference documentation and the occupational health and safety aspects of Defence explosive ordnance.

Course duration: 2.5 days

Free from Explosives Course

The Free from Explosives Course is designed for personnel who are required to examine and certify arisings, salvage and associated packaging as being free from explosive (FFE). Certification of these items as being free from explosives is a statutory requirement at different stages in the processing of these items, in particular when being sold or offered to the public for sale.

Broken Seal Examination Course

The Broken Seal Examination Course is designed for Defence personnel who are required to complete the AB788 Shipper's Declaration for Dangerous Goods - Surface Mode and where they cannot produce sufficient evidence to be assessed against the relevant units of competence. There are no pre-requisites to attend the course, however, a basic knowledge of dangerous goods Classes 1–9 is advantageous. The course is based on nine units against the Defence Sector (Explosive Ordnance) competencies inside the Public Safety Training Package.

Course duration: 4 days

Missile Transfer Dolly Handling Course

To qualify Defence personnel in the use of a missile transfer dolly for transferring missiles during munitioning operations from a wharf or at sea. At the completion of this course, participants will be assessed against PUADEFEO401A.

Air-Launched Guided Weapons Theory Course

The Air-Launch Guided Weapons Course is a theory-based training program. This course is designed to provide Defence personnel with knowledge of air-launched guided weapons, incorporating each guided weapon's characteristics, construction, principles of operation, maintenance responsibilities and occupational health and safety aspects. This course is applicable to personnel whose tasks involve maintenance and administration activities associated with air-launched guided weapons.

Course duration: 5 days

Surface-Launched Guided Weapons Theory Course

The Surface-Launched Guided Weapons Course is a theory-based training program. This course is designed to provide Defence personnel with knowledge of surface-launched guided weapons; incorporating each guided weapon's characteristics, construction, principles of operation, maintenance responsibilities and occupational health and safety aspects. This course is applicable to personnel whose tasks involve maintenance and administration activities associated with surface-launched guided weapons.

Course duration: 5 days

Regional Services Guided Weapons Inspection Course

The Regional Services Guided Weapons Inspection Course is designed for personnel employed in Regional Services across Defence to cover familiarisation, general principles of operation, safety aspects, general aspects of packing and unpacking of guided missiles. The course involves the use of checklists when carrying out duties associated with ammunitioning and de-ammunitioning activities and carrying out inspection/sentencing of Navy-specific guided weapons.

Supplier Explosive Ordnance Course

The Supplier Explosive Ordnance Course provides Suppliers with theory and practical Instruction on the management, storage, handling, packing, inspecting, transportation, stock control, safety security and administration associated with explosive ordnance.

Course duration: 15 days

Supply Explosive Ordnance Refresher Course

The Supply Explosive Ordnance Refresher Course provides Suppliers and Logistics Officers with refresher training (theoretical and practical instructions) on the management, storage, handling, packaging, inspection, transportation, stock control, safety, security and administration associated with explosive ordnance.

Course duration: 5 days

Explosive Ordnance Supervisors Course

The Explosive Ordnance Supervisors Course has been designed to provide theory and practical instruction on supervisory duties associated with explosive ordnance facilities, transportation, control and administration.

Course duration: 7.5 days

Certificate III Bridging Course

The Certificate III in Explosive Ordnance (Maintenance) Bridging Course provides theory and practical instruction for Defence personnel to complete the necessary competencies in acquiring a Certificate III qualification following completion of the Explosive Ordnance Supervisor's Course. There are four units of competency assessed that are focused on inspecting explosive ordnance facilities, risk assessment and maintaining explosive ordnance safety.

Course duration: 3 days classroom instruction. Students are required to forward their signed and completed assessment instrument to the instructor within two weeks (14 days) of the last day of the training course.

Explosive Custodian Officers (Ashore) Course

The Explosive Custodian Officers (Ashore) Course is designed for Royal Australian Navy personnel who are required to perform the duties as Explosive Custodian Officers (Ashore) for their Navy units. This includes the management, storage, handling, packing, inspecting, transportation, stock control, safety security and administration associated with explosive ordnance. The course is based on a mixture of theory-based subjects and thirteen units of competency against the Public Safety (Defence Sector) Explosive Ordnance Training Package.

Course duration: 14 days

Explosive Ordnance Managers Course

The Explosive Ordnance Manager Course provides theory and practical instruction in control, management of stored and in-use explosive ordnance at the squadron/unit level, with particular emphasis on regulatory requirements and safety-related issues.

Course duration: 20 days

Line Safety Controller Course

The Line Safety Controller Course provides theory and practical instruction to enable personnel to act as a Line Safety Controller, controlling all safety, maintenance and movement of members and vehicles at an Ordnance Loading Apron while aircraft are being loaded/downloaded with explosive ordnance and when loaded aircraft are parked.

Explosives Inspectors Course

The Explosives Inspectors Course provides theory and practical instruction to enable graduates to inspect and maintain explosive ordnance facilities, conduct technical explosive ordnance investigations, prepare facilities and potential explosive sites for licencing, test for explosive substances, apply general design principles to ensure safe handling and transportation of explosive substances, identify explosives risk and conduct explosives risk assessment, conduct in-service surveillance of explosive ordnance during live firings.

Course duration: 40 days

Engineering Officers Armament Specialist Course

The Engineering Officers Armament Specialist Course provides theory and practical instruction in all aspects of airborne weapons and airborne weapons systems, including explosives, explosive ordnance and explosive ordnance facilities. Graduates will be employed in the assessment of operation of generic aircraft weapons systems, precision guided munitions, current ADF explosive ordnance and ground defence weapons. Further employment will require the graduate to perform the duties of Line Safety Officer, prepare explosive ordnance documentation, inspect explosive ordnance, perform disposal of explosive ordnance and analyse the technical performance of explosives.

Course duration: 65 days

National Competencies

Defence Explosive Ordnance Training School (DEOTS) courses are directly linked to the Australian Qualifications Framework and the Australian Qualifications Training Framework. This means that a qualification awarded by DEOTS is nationally recognised and has the same credibility and portability as any vocational education and training qualification awarded by any other institution.

Completion of DEOTS courses can lead to the issuing of Statements of Attainment or Qualifications assessed under nationally-endorsed training packages. Training packages are sets of nationally-endorsed units of competency identified within a qualifications framework, used for assessing and recognising people's knowledge and skills as applied in the workplace.

As a Registered Training Organisation (RTO), the Air Force must accept Statements of Attainment or Qualifications issued by other RTO's (after confirming their authenticity). DEOTS, as a unit within the Air Force RTO, apply the same principles as part of our recognition process.
